Awareness Guidelines – c/o pop Karnevalspartys
ABOUT US
Every year since 2004, the c/o pop Festival has transformed Cologne into an urban pop culture mecca. With hundreds of program items - from concerts in unusual locations to surprising experience formats - the streets and stages in Cologne-Ehrenfeld are transformed into a pulsating festival center - and at the same time the c/o pop Convention offers a central meeting place for the music industry - with space for creative exchange at eye level.
What makes c/o pop special? The tireless desire to discover new things and experience unforgettable highlights together. Artists such as Moderat, Giant Rooks, Ski Aggu, Bilderbuch and AnnenMayKantereit were on stage here long before they had their big breakthrough. Instead of big headliners, the festival deliberately focuses on diversity and brings current pop culture right into the heart of the city. Open spaces, DIY events, performances and a lively market in Ehrenfeld make c/o pop special. With a clear focus on Diversity, Equality & Inclusion (DEI), it promotes FLINTA* and queer artists as well as other underrepresented groups. Everyone is welcome here!
At the same time, the c/o pop Convention offers practical keynotes, inspiring talks and workshops that deal with the current challenges and future issues of the music industry. During the day, it is a place for valuable impulses and networking, before celebrating the diversity of pop culture together in the evening.
The c/o pop Festival and the c/o pop Convention are supported by the Federal Government Commissioner for Culture and the Media, the Initiative Musik, the City of Cologne and the Ministries of Culture and Science, Economic Affairs, Industry, Climate Protection and Energy of the State of North Rhine-Westphalia.
Next event: April 15–19, 2025 in Cologne.

managing director authorized to represent: Norbert Oberhaus ("Organizer").
The following General Terms and Conditions (GTC) apply to the relationship between the participants of c/o pop (hereinafter referred to as "visitors") and the aforementioned organizer. With regard to the sale of tickets, the General Terms and Conditions of "Höme – Für Festivals GmbH" must also be taken into account (for details, see § 2 no. 3 below).
Some of the events are held in cooperation with various venues in Cologne (hereinafter referred to as "cooperation partners"). Visitors undertake to comply with the general terms and conditions, house rules and, in particular, the instructions of the security staff at the respective venue.
§ 2 PROGRAM, TRANSPORT, TICKET PARTNER*IN, MINIMUM, COVID and HYGIENE CONCEPT, TICKETS,
1. program
Please refer to our homepage (http://www.c-o-pop.de/) for the individual events and venues. Please note short-term changes and announcements on our homepage as well as on the website of the respective venue. The presentation of the different events on our homepage or in our store at "Höme – Für Festivals GmbH" does not represent an offer in the sense of § 145 BGB. It is subject to change and non-binding.
2. local transport
The c/o pop tickets do not entitle the holder to free use of local public transport.
3. ticket partner
The c/o pop tickets are available through our ticket partner "Höme – Für Festivals GmbH" which conducts the advance sales for us (in our name and on our account). Rights and obligations arising from the ticket purchase or visitor contract are therefore exclusively between the ticket purchaser (and subsequent visitor) on the one hand and c/o pop as organizer on the other.
"Höme – Für Festivals GmbH" is authorized by us to issue invoices and credit notes in our name and on our behalf. "Höme – Für Festivals" is operated by Höme – Für Festivals GmbH, Am Krögel 2, 10179 Berlin, Deutschland, E-Mail: info@hoemepage.com. We link from our website as well as in the context of other marketing measures to the ticket stores of "Höme – Für Festivals GmbH". There you will also find all ticket prices.
Please note in particular: There is no statutory right of cancellation for the purchase of a ticket for a specific date or period. "Höme – Für Festivals GmbH" further reserves the right for the respective individual case not to accept the order if a certain number of ordered tickets is exceeded, in order to avoid tickets being purchased in large quantities and then resold.
4. minimum age
Visitors to c/o pop must be at least 16 years old.
5. covid special regulations, hygiene concept
We are planning c/o pop 2025 as a presence event with our visitors*. Due to the imponderables and the unpredictable development of the pandemic, we unfortunately do not know how the pandemic will develop at the time of c/o pop 2023. We therefore have to reserve the right to make changes and adjustments due to the pandemic (e.g. additional daily updated quick or PCR test, data for contact tracking until complete cancellation). We have your safety and the safety of our artists and speakers in mind. Please also inform yourself about the official regulations in force at the time of c/o pop and follow the recommendations. In addition to the health aspects, we have considered the following differentiations from the point of view of reasonableness.
As of today, the following situations and changes in particular can occur with the following consequences:
a. Cancellation/abandonment of c/o pop or partial restriction (e.g. only outdoor events) due to official orders:
Refund/ or, in the case of cancellation, partial refund of the ticket price on the part of c/o pop, if applicable; no further claims for damages or reimbursement (e.g. travel and accommodation costs) against c/o pop.
b. Further access restrictions demanded by c/o pop, which, for example, do not affect the ticket purchase or visitor contract: Mask obligation, distance regulations, further official limitation of the number of visitors to a location, official quick test on the day (no self-test), test offered by the event organizer on site, free PCR test. The aforementioned access restrictions do not result in any claims for damages or reimbursement against c/o pop.
c. Further access restrictions, which, by way of example, affect the ticket purchase contract and the visitor contract and lead to a reversal of the contract: Chargeable PCR- test, only vaccinated or boostered visitors have access (boostered: only insofar as there is no longer sufficient time and vaccination capacity for booster vaccination). Apart from the refund of the ticket price, there are no further claims for damages or reimbursement against c/o pop.
d. Clarification: As far as an exceptional permission exists (e.g. a visitor cannot be vaccinated and has a medical certificate), an adequate admission will be made possible according to the then valid law, whereby we also reserve the right that the respective visitor resorts to a milder means (e.g. wearing a FFP2 mask). For the sake of clarity, we would also like to state that locations can also determine different regulations from their house rules, which fall under the above-mentioned reasonable admission restrictions (e.g. general obligation to wear an FFP2 mask).
In addition, the general provisions on admission under § 3 and on changes under § 5 apply.
6. tickets:
a. c/o pop 3-Days-Tickets + c/o pop Festival Day tickets + c/o pop Convention - Professional tickets + c/o pop Convention - Young Professional & Students tickets :
You can buy a 3-Days-Ticket for all shows of the c/o pop festival on Thursday, Friday and Saturday or day tickets for each Wednesday, Thursday, Friday, Saturday of the c/o pop- week (hereinafter referred to as "day tickets").
The free festival program is separate from the regular festival program.
(1) 3-Days-Ticket
3-Days-Tickets grant you access to all shows of the c/o pop Festival on Thursday, Friday and Saturday.
(2) Day tickets
Day tickets give you access to the events of the respective day of c/o pop. Explicitly designated individual events with their own ticketing are excluded here.
(3) c/o pop Convention - Professional Ticket
c/o pop Convention - Professional tickets grant you access to the events of the c/o pop Convention and the c/o pop festival. Explicitly designated individual events with their own ticketing are excluded here.
(4) c/o pop Convention - Young Professional & Studnets Ticket
c/o pop Convention - Young Professional & Studnets Tickets grant you access to the events of the c/o pop Convention. Explicitly designated individual events and the shows of the c/o pop Festival are excluded here.
§ 3 ADMISSION, ADMISSION CONTROL, CAPACITY LIMITATION
In addition to the special COVID regulations set out in § 2 No. 5 and our hygiene concept, the following applies to all events at c/o pop 2024:
Admission to an event of c/o pop 2023, with the exception of the events within the framework of "for free," is only possible upon presentation of a wristband - or individual ticket - suitable for the event, which must be shown at the entrance. The wristband must be worn around the wrist. When the ticket is exchanged or the wristband is replaced, the ticket / wristband loses its validity. In case of loss of a wristband or ticket, please contact info@c-o-pop.de.
It is pointed out that the spatial capacities of the venues are limited. Access with a one-way ticket is guaranteed. For the other tickets it is recommended to arrive in time and early, especially if a visitor wants to get admission with a day ticket.
A claim for damages against the organizer is excluded in case of denied access due to reaching the capacity limit. However, access is possible again when sufficient people leave the venue.
Upon admission to a venue, a security check is carried out by the on-site security service. The security service is instructed to carry out a body and bag search of the visitors. If necessary, the visitor may only take a certain bag size (e.g. max. DINA4) into the venue, corresponding limitations will be announced on our homepage and/or that of the venue on the day of the event at the latest. The organizer reserves the right to refuse admission to an event if the visitor has an important reason to do so. In addition to the reasons specified in more detail under § 2 No. 5 in connection with the pandemic and the controls, an important reason is in particular an obvious heavily intoxicated state of the visitor, an obviously inhuman, racist, homophobic clothing and / or attitude of the visitor, the carrying of food and drinks (which are not voluntarily given) and dangerous objects (listed in detail under § 8). Furthermore, the unauthorized carrying of recording devices for sound/video recordings is considered an important reason (see § 9). Admission may also be refused in the event of a violation of the protection of minors (see below under § 4); in cases of doubt, an age check may be carried out.
The following regulations of §§ 4, 6, 7, 8, 9 and 11 apply, unless the cooperation partner* of the respective event location regulates this differently or in addition.
§ 4 PROTECTION OF MINORS
Adolescents between the ages of 16 and 17 (under 18) must leave the respective venue at midnight, unless they are accompanied by a legal guardian or other responsible adult. In all other respects, the statutory provisions of the JuSchG https://www.gesetze-im-internet.de/juschg/ apply.
§ 5 CANCELLATION, TERMINATION OF THE EVENT, DELAY, CHANGE OF PROGRAM
If c/o pop as a whole, or in the case of a purchase of an individual ticket, the individual event, is cancelled before the start of the event, the visitors* have a right to a refund of the respective ticket price from the organizer. A return of the ticket, together with a refund of the ticket price in the event of cancellation of an event, will be carried out by "Höme – Für Festivals GmbH" on our behalf and for our account. Should c/o pop have to be terminated for reasons of force majeure, official order or court decision (with the exception of Covid 19, see special regulations above), visitors shall not be entitled to a refund of the ticket price or to compensation unless the organizer can be accused of intent or gross negligence.
The organizer reserves the right to make changes to the location, time and program of c/o pop, as long as these are within reasonable limits for the visitor. Delays in the program are to be accepted by the visitor as long as they are not serious. Changes will be announced by the organizer as soon as possible.
Changes to the line-up and program do not in principle give rise to any claims on the part of the visitor who has purchased a day ticket or a convention ticket. In the case of the one-way ticket, it depends on the individual case and the reasonableness of the change.
There is no seating entitlement with the exception of the single concert in the Schauspiel Köln according to the hall plan as well as other single concerts, if applicable.
§ 6 LOUDNESS, HEARING PROTECTION
We would like to point out that there is a risk of possible health damage, in particular hearing damage, at the individual events due to increased volume. The organizer shall ensure through the selection of a suitable venue, the technical equipment and the limitation of the volume that no permanent damage to hearing or health occurs. However, regardless of this, it is recommended that earplugs be used.
§ 7 HOUSE RULES, PROHIBITIONS
During the entire c/o pop, the organizer or the cooperation partners will exercise domiciliary rights. The security personnel must be obeyed immediately. Visitors are not permitted to engage in commercial activities during an event, unless they have been agreed upon in writing with the organizer in advance. Pogoing, stage diving, crowd surfing and climbing on stages or similar is prohibited. Bringing animals into a venue is prohibited. Offenses or criminal acts are prohibited and will be prosecuted. Should a visitor* violate the aforementioned prohibitions (as well as §§ 8 and 9 below), he/she may be expelled from a venue. A refund of the ticket price and a claim for damages are then excluded.
§ 8 BEVERAGES AND FOOD, DANGEROUS OBJECTS
Beverages will be distributed at the respective events for a fee.
Cans, plastic bottles, glass containers of any kind, other drinking containers as well as the bringing of own food or food, torches, pyrotechnics, weapons and other dangerous objects are generally prohibited.
§ 9 PHOTOS, RECORDING DEVICES
Taking pictures with professional SLR cameras at an event is generally prohibited. The instructions of the security personnel must be followed in all other respects. Cameras with zoom lenses and/or video function as well as other recording devices of any kind and nature are prohibited.
Likewise, recordings and/or recordings made without the explicit permission of the organizer and/or an artist are prohibited. The organizer is entitled to have illegally made recordings deleted. Any publication of such recordings may be prosecuted.
§ 10 LIABILITY
Our liability for damages - regardless of the legal grounds - is limited to intent and gross negligence. In particular, the organizer is not liable for damaged, stolen or lost items. The limitation of liability does not apply to damages resulting from injury to life, body or health, which is based on an intentional or negligent breach of duty on our part. The limitations of liability shall also not apply to other damages based on a culpable breach of essential contractual obligations on our part. Insofar as we violate essential contractual obligations, we shall only be liable for the foreseeable damage typical of the contract. We are also liable for our legal representatives and vicarious agents.
As a visitor, you shall indemnify us upon first request and provide all requested information without being asked if you culpably cause damage to a third party (e.g. another visitor, artist, speaker, staff) in the context of a c/o pop event and this third party makes a claim against us.
§ 11 RIGHTS OF USE, ADVERTISING RIGHTS
By entering an event at c/o pop, the visitor irrevocably agrees that photos and audio/visual recordings may be made of him or her during the event, which may be used by us and third parties free of charge for reporting and future promotion of c/o pop in all media. He/she also agrees that this material may be used for the acquisition of sponsors.
§ 12 MISCELLANEOUS/ FINAL PROVISIONS
Subsidiary agreements, amendments and supplements must be made in text form. This also applies to the text form requirement itself. German law shall apply. Insofar as an agreement on the place of jurisdiction is permissible, the place of jurisdiction shall be Cologne. Place of performance is also Cologne. If individual provisions of these General Terms and Conditions should be or become invalid, this shall not affect the legal validity of the remaining provisions. The same applies to any loopholes in the contract.

The c/o pop Festival 2026 is supported by:
musichubgermany
The funding project musichubgermany takes place as part of the c/o pop Festival. This initiative, launched by the festival organizers and funded by the Federal Government Commissioner for Culture and the Media and Initiative Musik, focuses on the targeted support of local, regional, and national emerging artists. For the festival organizers, this has always been a key pillar of their work.
Thanks to the musichubgermany project, support for emerging talent has been expanded even further this year: around 80% of the bands booked at the c/o pop Festival now come from Germany. With musichubgermany, the organizers of the c/o pop Festival initiate and establish exchange with other festival organizers as well as with agencies, labels, and media from over 25 countries. The project is funded by the Federal Government Commissioner for Culture and the Media and Initiative Musik.
That this concept works is demonstrated by past years: numerous national acts such as The Whitest Boy Alive, BrandtBrauerFrick, Moderat, Roosevelt, Dillon, and AnnenMayKantereit performed at the festival long before their breakthrough. They provide clear proof that the c/o pop Festival is an ideal springboard — including for international success.
You are welcome to apply as an artist/band at any time via email at booking@c-o-pop.de. We are always looking for new artists for our music and expierience programme. Please note that we can no longer consider you for this year.

📧 nadia.martinez@c-o-pop.de
We want to create a space together that is as discrimination-free and non-judgmental as possible — a space where everyone feels welcome, respected, and safe. We are all responsible for this. A respectful and appreciative way of interacting with one another is the foundation of our events.
Carnival is a time of joy, creativity, role play, and perspective shifts for many people. At the same time, this special atmosphere — especially when combined with alcohol and costumes — can cause boundaries to blur or be crossed. This makes it even more important to stay attentive, respect boundaries, and act in solidarity with one another.
Please take responsibility with us to ensure that everyone can celebrate freely without others being hurt, excluded, or overlooked. To make sure we can all have a good time together, the following guidelines apply at our Carnival parties.
1. No Discrimination
We do not tolerate any form of discrimination. Violent, degrading, or demeaning behavior towards others has no place at our events. This applies to all forms of discrimination, including but not limited to gender identity, sexual orientation, body, origin, religion, age, or disability. Anyone who behaves in a discriminatory or violent way will be excluded from the event.
2. No Sexism or Sexualized Violence
We actively oppose sexism and sexualized violence. Any form of boundary-crossing behavior — such as unwanted touching, persistent or intrusive staring, catcalling, or comments — will not be tolerated. Please be aware of your own position and impact, and do not exert power over others.
3. Consent & Boundaries
We respect individual boundaries. No always means no. And even more importantly: only yes means yes. Please ensure that conversations and actions take place only with mutual consent and follow the principle of consent. The festive Carnival atmosphere is not an invitation to unwanted (physical) contact. Not everyone wants to dance, link arms, or drink.
The same applies to photos and videos: please do not take pictures or recordings of other people without their consent, and do not share or publish anything without permission.
4. No Ableism
We reject ableism. Please treat people with visible or invisible disabilities with the same respect as everyone else. Do not treat anyone as a spectacle or exception. If you are able to offer support — for example with orientation — feel free to do so, but always respect if help is declined. Please be considerate in crowded party situations and make space for people who need more room or time to move safely.
5. Gender Identity & Pronouns
Do not assume a person’s gender identity based on their appearance. Just because you read someone as male or female does not mean they identify that way. If you are unsure, ask which pronouns a person uses — for example he, she, they, dey, or simply their name.
6. Those Affected Define the Boundary
The point at which a boundary is crossed is always defined by the affected person. Their perception is not questioned. The affected person decides how to proceed after an incident. Solidarity is our top priority.
7. Cultural Appropriation & Costumes
We ask you to approach cultural, religious, and political symbols with awareness and respect, and to be mindful of existing power imbalances between cultures. Please avoid using practices, traditions, or symbols of other cultures as costumes. We do not want costumes that discriminate or reproduce stereotypes. Likewise, we do not allow military, violent, or war-glorifying outfits at our events.
8. Responsible Consumption
For many people, alcohol is part of Carnival celebrations. This makes responsible consumption even more important. Take care of yourself and others, know your limits, and respect the limits of those around you. Intoxication is never an excuse for boundary-crossing behavior. If you notice someone is overly intoxicated or needs help, please check in with them, bring them to friends, or contact our team.
Support & Contact
If you would like to report an incident afterward or share feedback, you can contact us at any time via email:
awareness@c-o-pop.de
During our Carnival parties, you can find the Awareness Team at the Awareness Point in the foyer. You can recognize them by yellow vests with an eye symbol.
The team can also be reached by phone during party hours at: +49 157 37238626
All of our staff are always available to support you as well — including at the cloakroom, entrance, bar, or security.
